The Crozet Master Plan (2004)
The Crozet Master Plan was adopted by Albemarle County in 2004 and has been revised periodically since.
The plan designated Crozet as a "growth area" with a long-term population cap of 18,000, allowing development clustered around the existing village while preserving the surrounding rural land. The growth-area framework let Albemarle County direct new development toward Crozet rather than spreading it across the county's rural countryside.
The cap is non-binding in any strict legal sense, but it has shaped twenty years of zoning decisions and continues to anchor local debates about the village's future.
